FOR IMMEDIATE RELEASE

DENVER - December 13, 2000 - Encoda Systems, the company recently created by combining the operations of Columbine JDS Systems, DAL/Drake Automation, and Enterprise Software, has announced that its Spotdata system is now compatible with the OSI-Traffic system from Optimal Solutions, Inc. (OSI). The announcement signals the on-going industry standardization on the Spotdata system for electronic data exchange between broadcast stations and advertising agencies. The first OSI-Traffic user to sign onto Spotdata is Paxson Communications Corporation (AMEX ΠPAX), which owns and operates one of the largest broadcast television station groups and PAX TV, the national family entertainment network. Paxson is now using Spotdata at the network level and individual station level.

"For years the industry has been asking for a true standard in an EDI system," said Barry Goldsmith, Encoda Systems CEO. "And now Spotdata is demonstrating that it has met that need, with most industry leaders, like OSI, working with us to make it happen. We are very pleased to add this interface to Spotdata and to have the Paxson stations on board."

Optimal Solutions, Inc., developer of the PC-based OSI-Traffic system, is the latest traffic system provider to offer an interface to Spotdata."OSI-Traffic's multi-station capabilities provide our clients a consolidated database that enables Spotdata to deploy the data efficiently to advertising agencies," said Ed Adams, President of OSI. "We are proud to be working with Spotdata, whose dedication to building better solutions for the broadcast industry is evident." Other major traffic systems, which have recently announced interfaces, include Enterprise System Group, Inc. (now part of Encoda Systems) and Video Communications, Inc. (VCI).

Spotdata Electronic Invoicing allows advertising agencies, media buying services and in-house agencies to download electronic invoices from broadcasting and cable companies, eliminating the need for paper invoices and dramatically speeding reconciliation and payment processes. Over 750 television and radio stations, 170 ad agencies and media buying companies, and 1200 cable operating companies can now deliver and receive invoices using Spotdata.

Spotdata uses a secure industry clearinghouse where broadcasting and cable companies send their invoices and agencies retrieve them using an easy-to-follow Web interface. Once the invoice files are received at the clearinghouse, Spotdata consolidates them and sends an e-mail to each agency notifying them that their invoices are ready for download. Spotdata EI provides secure data protection and encryption to protect invoice data as it is delivered to the agency or media buyer.
